I am a consulting engineer. My client is a municipal sewer authority in the Harrisburg, PA zip code. An overhead telephone cable crosses a driveway to the Authority’s sewage pumping station. The cable crosses the driveway at a low height such that it interferes with the Authority’s ability to bring their specialized vehicles into the pumping station. The Authority desires to have the overhead cable raised.
