I went to upgrade my iPhone at the Apple Store and Verizon is blocking me from doing it there but not telling me why, I can ONLY upgrade at a Verizon location

Is your current phone under a contract, where you are receiving a monthly credit? If so, you can't change out the device without breaking the contract and then having to pay off the current phone immediately. That could be why the system is trying to prevent the purchase of a new phone, so you don't go into bill shock next month.
There are cases where if you are 18 months in on a contract, you can get an offer to upgrade your phone by buying out the remainder of the contract, so it's like getting a new phone at 50% off, but maybe that's only if you do the purchase through Verizon.
