1. You can block this humber. Customer Service can add a feature called Call & Messaging blocking that will block up to 5 numbers from calls and text messages for up to 90 days. You can readd the feature at the end of the 90 days once it has expired. This is also a feature you can add thru your My Verizon account.
2. Whether they're opened or not, once a message has been delivered, it is billed.
