After flipping through the roughly 318 pages of the online manual and thumbing through the phone itself I do not see where to set the speed dials for my contacts.

From what I can tell, the "speed dial" you are looking for exists as "Quick Connect" on the Android platform - a one or two button shortcut to connect with contacts, by phone call, text, email, or chat (options not available on a "regular" phone, all we have is speed dial!).

Pages 49-50 of your user manual gives more details about this.
