Yes, there is an outage and from looking through this forum, this has been a problem for the Droid Charge since it launched.
I got 2 Droid Charges at about noon on 6/23 and have been trying to activate them for about 12 hours now. No dice. I had to have them turn my old phones back on just so I would have phone service. I'm going to go into the store first thing in the morning and if they still won't activate, I'm done with them. This isn't worth the hassle. One guy on here claims to have had to wait 11 days for his Charge to activate. Forget that.
I'm in Arizona for what it's worth.
