I recently bought a Cosmos Touch and tried plugging the USB into my computer hoping to upload pictures and music. However it does not recognize the device. Is there something else I should be doing to help?
Most likely you'll need to download the drivers for it. Do a Google search of "LG Cosmos Touch drivers" and you'll find links to download the needed software. That will make your computer recognize the device.

A few things to consider when trying to connect via USB -
1- Most newer phones will only use the USB 2.0 or better port; and it has to be directly connected to the motherboard. A USB hub, or "chained" connection (such a a keyboard port) does not always work for charging OR connecting.
2- When the phone is plugged in to a properly configured port,, then use the phone menu and go to Settings and Tools >> Tools >> USB Mass Storage - this should connect the phone and allow you to view it as a drive letter on the computer. In many cases, you need to have a micro SD card installed and formatted in the phone with your pictures and music stored ON THE CARD in order to see them.
The USB doesn't always let you see the files stored on the phone's internal memory, just the files stored on the SD card installed in the phone.

This is all correct and thorough information. One thing I will add is that the driver is device specific. You can find most basic phone drivers at vzam.net/vcastmusic . On Step 1, you can choose the manufacturer and the phone model. This will download the drivers for the phone. Here's a link to the LG Cosmos Touch driver.
Make sure your "drivers" are using their seat belts...
