Trying to use USB551 modem but it is much slower than expected

I got a USB551 modem for my client the other day  I ran some speedtests with it and only got about 640 kbps. It was just hooked up to a XP PC for testing.   We are in Queens NY.  A place that is suppose to have full coverage for 4g.  Why wouldn't I be getting better results with it?  They were going to use this as a backup to their existing  Time Warner connection.  But with speeds this slow they can't.

 

Any help would be appreciated.

Its very upsetting to have slow speeds. I'll gladly look into this issue for you. Please attach the extension cable and retest. The cable may improve signal strength. How many bars of service was the VZ access manager program showing? Did a Computer restart help at all? Please remove the sim card and reinsert and retest.
