Do you have the mobile data network on and wifi turned off?
If it's an Android phone, you won't be able to download apps from the market if there is an issue with your GMAIL account. Make sure you can log in properly (test from a computer). Also, some apps on Android devices require you to be connected to a WIFI network in order to download the app.
