Question about 3G network and Bionic

I purchased a Bionic in November (had a Blackberry before that, which i miss) and more often than not I can't get any data.  Is this a phone issue or a network issue?  It's frustrating to pay for data (as well as the phone) and not be able to get data.  Thanks for your help.

Does it show a 3G symbol in the notification bar,did you try to power off the phone and do a battery pull,you can always contact Verizon,and have them look at it.
