Setting the camera flash to ON (Device - Flash Mode - On) causes the LED to light up and stay on -- as if the flashlight was started. I would think Flash Mode On would only use the flash when taking a picture.
I think the camera flash settings are in the camera app itself, maybe you came across something different.
The only settings I know of are through the camera app provided with the phone.

What I've read gives the impression that it's supposed to only flash when needed. Statements (pg. 299) such as "Do not use your camera's flash close to a person's eyes" and "Do not use the flash on an automobile driver. It may startle the driver..." make it sound like it's suppposed to behave as a regular camera and not a flashlight.
