Is there any way I can tell if the new phone I receive, ordered online, is a new phone or refurbished?
The packaging, by law, must clearly state if it is refurb unit.

Did you order your new phone on our website, www.verizonwireless.com? If so, did you select one of our Certified Pre-Owned (CPO) devices? Our website would state if the device is refurbished/Certified Pre-Owned. Otherwise, if ordered on our website, and did not show as Certified Pre-Owned then the device would definitely be new.
