How to turn off data in Iphone4S

This is a little more than just turning off the data. My daughter is extremely attached to her phone. We have found that a good punishment is to take her phone away. Unfortunately that also punishes us. Concern about her whereabouts etc. So what I want to do is to be able to turn off her data access in a way that does not allow her to turn it back on. She will figure out how to do that if I turn it off in her phone.

So Verizon, is there is there a way for me to turn off data access in her phone through the account that is associated with the phone?

I think under usage controls you can as well as to locate under family locator. Under that you can program when She can and cannot use the phone. That's a Verizon thing online but its $4. I thought suspending it would work but then you can't tell where she's at. You can't call etc.
