Using iPhone 4 as a hotspot in St. Thomas USVI

We won't have WiFi at our condo in St. Thomas, so we're planning to pay the $20 fee to use our iPhone 4 as a WiFi hotspot. I just wanted to see if anyone has tried to do this in USVI? I was told by a rep last night that we won't be charged any extra for data (or texts) since it's part of our domestic plan.

Data you are covered, yet any calls are charged as if out of the country. I have never figured that out.

If you have an Alltel plan, calls and data are covered as if in the States
