Hi I have an iPhone 4s that I brought a friend from Pennsylvania and I live in Santo Domingo, Dominican Republic. I need to know if can be unlocked to use gsm.

Your friend needed to SIM unlock the phone before they removed it from their own Verizon Wireless account.
Since you are not a current customer and the phone isn't active on the Verizon Wireless network, you do not qualify for the SIM unlock.
