For some reason my phone keeps saying "Send Failure" when I try to send a text with a picture, but it will send a regular text just fine??
Is your cellular connection turned on? Picture messages will not send/receive over wi-fi.
Mine is doing this too. It sends to other iphone users. But it wont send to non-iphone users

Had the same issue and nothing help then found a guy's personal blog with the answer. Check to see if you have the app Onavo installed. It is supposed to help reduce bandwith but it will cause problems w/ sending/receiving pic messages / video.... Once I removed it, the problem immediately stopped. Good luck
