I am in Europe. I am expecting a local phone call. Will I receive this call if my cellular, roaming data is turned off? Will I receive this phone call if my phone is turned off (one click- not shut down)?
You will not get it unless you signed up for the Global Plan before you left for the UK.

Corpi, I hope you're enjoying your time in Europe. As Elector stated, you'll need to enable international services on your phone to make sure that you're able to access service while in Europe. You do not need data roaming turned on, but you will need voice roaming turned on. Your phone will still receive calls on standby the same as it does in the US.
