I am on wifi and continue to get "message failed to send" notification.

You must be trying to send picture texts. They won't send/receive over wi-fi, you must be connected to Verizon's network.
No just a regular text with no picture.
With those they should be going through, Disconnecting from the Wi-Fi and send the message Via the Network if that works then reconnect to Wi-Fi and try sending it that way again b33
