I'm travelling and need to disable data to avoid charged. Do I just click on the "WiFi" button in settings to OFF? Or is there a more complex way....Is Data WiFi, Mobile network - or both?

There are 2 kinds of data that you can consume:
1. VZW's 3G/4G LTE
2. WiFi
WiFi consumes the data from the wireless router/access point and whatever service provider is attached to it. Data from WiFi connections is not held against your Verizon account. 3G/4G LTE is attached to your personal Verizon account and consumes your data. Devices only use the built in 3G/4G LTE when no WiFi is available.
If you want to avoid consuming data on your metered VZW account then refer to free WiFi hotspots or personal wireless networks. Those are "Free" to the tune that you do not pay VZW for any data that goes across those networks. Otherwise if you shutdown and stop using any applications and services that require data your usage will stop completly. There really is no way to turn off 4G LTE data, you just have to stop using it or find a different network to consume on.
To answer your question specifically, data is both WiFi and Mobile Network. However, only Mobile Network Data is monitored by VZW and will be held against you at the end of the billing cycle.
Cellular data is "mobile network".
