Why can't I turn my wifi on or off? The button is white

I am unable to turn my wifi on or off because the button is white. How can I fix this?? This is eating up my data and I also cannot update without wifi

Turn on airplane mode, then turn it off. Your WiFi should be able to be turned on.

Or simply turn the device on and off and see if the WiFi ability returns.

Or hold down the on/off button with home button together until you see the apple logo then release both buttons.
