My samsung stratosphere repeatedly sends email until deleted from the outbox. I don't receive any incoming emails. Gmail works normally. I have cleared data and reinstalled the setting for my work's outlook server. Any ideas?

From what I am reading it sounds like you already removed the email account, reset the email app http://vz.to/1sO6AYj and then added the account back to the device. Is that right? If not, give that a try.Let's get to the root of the trouble. A little more information might point us in the direction of a solution. If this is a work email, have you confirmed the work email setup info such as incoming and outgoing server settings and ports with your IT department?
