The Sim has nothing to with phone powering on. It holds plan info and programming and connects to Verizon for calls texts data. U may need it replaced or battery if under warranty
This has happened to me before. I plug my depleted phone in at night, and I get up in the morning to find the phone won't turn on... The USB cable wasn't plugged all the way into the adapter, or the phone.
It's possible you have something similar going on.
You first want to be sure your USB cable is good. You can try charging the device slowly with it using a PC USB port. If that doesn't work, try another / someone else's USB cable known to be good.
Then you want to check that your Adapter is good. Make sure the cable you've verified is plugged into it properly and the adapter is plugged into a good working AC outlet.
It's possible you have a phone issue, but you first want to try to narrow down the possibilities.
It might be how or where you plugged it in, the USB cable or the Adapter.

I'm sorry. I just went back and re-read the title of your post. The phone is vibrating when plugged in huh?
Then it's possible it is charging, but the screen is off for some reason, or the power button is stuck. Did you try pressing the power button several times? Are you using some form of case that might prevent the button from moving properly when you press it?
