I went to add the target store app to my phone and it said complete account setup // review your account to continue installing apps on google play. if i hit continue it wants me to sign up with a credit card or pay pal. I've had this phone for almost 2 years and I don't know of anything that changed to make google play act this way. Don't like putting that kind of information out there until it is really required.
