Can an inactive Samsung Nexus (Verizon) cell phone be unlocked by it's original owner?
Unlocked for what purpose? To use on another network? Sorry, but no. The Samsung Galaxy Nexus will have the 700 MHz frequency already unlocked from the factory, but it won't do you any good as Verizon Wireless is the only carrier I know using that frequency band. The rest of the phone can't be unlocked for use on other networks.
