Unable to watch ANY videos on Samsung Galaxy S4 - 4G LTE. The phone is constantly Buffering after 5 or 10 seconds. Have rebooted. Removed battery. Closed (and uninstalled) apps. Anyone else have this issue?

Let's make sure that we are able to get those videos to load with out buffering, Nagyde. Have you been able to complete a force stop, clear data, and clear cache on the application? You can do that by going into Settins, More, Application Manager, Scroll to the left to get to the ALL section, scroll down to YouTube and then press on Force Stop, Clear Data, and Clear Cache. Once that is done then go back to the main screen power the device off and then power it back on. Then re-try the application. Please keep us posted. KevinR_VZWFollow us on Twitter @VZWSupport
I am seeing the same issue with YouTube video streaming on my Note 3 over 4G data network. I reduced the video quality to 360p and still see buffering happening every 5 seconds. I already tried Force Stop, Clear Data/Cache and reboot device. But that did not help.
When I switch to Wifi network, the same video plays just fine even at 1080p quality.
Please fix the issue with your network.
EDIT: This issue has been happening for last couple of months or so. It used to work just fine on 4G network even with 1080p earlier.

This just started happening to me also on my HTC One. All zip codes in the Seattle area. Did all the clear cache, reboot, etc, but will only play over wifi
Something is definitely going on here with the network.

This is happening with me as well on my Samsung Galaxy Note 3, in about 10 different zip codes so far in North Houston, Texas. Started a couple of days ago. Also it occurs not only when using the YouTube app, but also when using YouTube from a mobile browser (ie. Firefox or the Samsung Browser). A conclusion can thus be made that it is not an issue with the phone and indeed is an issue with the network.
As of 7-18-14 this behavior, strangely, has fixed itself. Nothing was done to the phone.
I tried clearing application data and cache, then rebooting. Did not address the problem. I am in San Diego (92110, 92127, 92123, etc...) and having this issue consistently on my 4G connection with a Galaxy S3. I first started noticing it in the last week or two (July 2014), and it has rendered my YouTube app essentially unusable. Even after trying to switch down to the lowest quality of video definition available, the app is constantly re-buffering every 3-5 seconds. Again, I'll repeat, it's unusable as is. Really needing a solution here...
Ookla Speedtest has me at 5.53Mbps down and 2.12 Mbps up.
Suburbs north of NYC. Speedtest with full 4G signal is 30Mbps down 20Mps up. YouTube is UNBEARABLE. This has started the past couple of months.
Is Verizon forcing us to use WiFi in order to create less stress on their networks? We all know they purposely slowed down Netflix. Need to save money for the shareholders!!!
Well after blaming the network earlier it seems (at least for me) to be the Youtube app itself, Youtube videos are playing fine over 4G in the Chrome browser....
Todd, agreed. Videos play just fine on the YouTube mobile page within the
Chrome app on my S3, no constant buffering like I experience with the
YouTube app. So the network is fine, it's obviously just the YouTube app
causing the problem. Now I just need to figure out how to make ALL youtube
links play in Chrome...

I'm having the same problems. You tube app not working on 4g but YouTube on mobile browser and YouTube app on wifi Work fine.
