MMS messaging

I have a moto g and I am having problems receiving MMS messages. I can I receive then if I have my data on but when I don't it doesn't even tell me I have a message waiting to be downloaded. Also when I have my data and WiFi on at the same time I still can't recive MMS so if you guys could please help solve this problem with me I would appreciate it.

Help has arrived! Do you have a post pay or pre pay account? Are you experiencing issues with receiving messages from all users in those instances or just Android or iPhone users? Zip code? When did this issue begin?
