I get poor reception on my phone at home, is a network extender needed?

I have poor reception at home.

-87 dbm 99 asu just sitting there

-99 dbm 1 asu sitting in an aftermarket signal booster with an antenna outside a window.

I can occasionally text, but not reliably, and voice conversation is out of the question.

Would a network extender help?
