Just bought verizon phone from craigslist, did a factory reset, activation says device is locked. help!?!

If that device has been reported lost or stolen, you will be unable to activate it on your mobile number. It is a LG optimus exceed. The set up wizard, ask for language, then it
connects to Verizon for automatic activation. Recording says to cLl
Verizon, this device is locked and cannot be activated.
