my phone goes straight to vm when i get out of work (no reception at work) does not auto refresh for service unless i power down?

while I am at work I have very spotty reception (I work in a basement office no windows) when i leave work my phone goes straight to voicemail and if I try to make a call it says network not available. to get past this I have to power down the phone. is there away to fix this? my boyfriend has the same phone and has not had any problems.
