Is there an issue with the Samsung Galaxy S3? My phone won’t turn on and continually vibrates. This is the second issue I’ve had with my phone and I already replaced it in April/May this year.

This is a POST loop condition. If this happens, make sure there are not any stuck buttons (notably home + Power button). Second, make sure your battery has been charged up enough, and third, if the battery is dead that you are charging with at least a 1 Amp charger.
Try the tip first given by the Verizon support rep. In some cases when this happens, you may have to remove the battery from the phone and boot it without a battery in, connected to a strong USB adapter. If the phone turns on then you can, if you're feeling adventurous put the battery in while the phone is on. As long as the phone itself is not drawing too much power, charging should begin and this problem should go away... assuming it's due to a weak battery.
