How to Block calls through Family Base Plan

Question

I have a Family Base Plan so I can block all messages and texts from a certain number on one of my lines. Then I found out that it didn't alert my phone when they were still able to call that one line...How do I block the number? Because it tells me (through online) that I have to purchase it again and all it does is keep sending me through the same loop. Calling Verizon didn't help either because I can't get through to anyone, ever. How do I block someone?
