Samsung Note 4 not connecting to Wireless Netoworks

The phone continues to fail to obtain an IP Address.  Signal strength is Very Strong on all 3 wireless networks I've tried.

Tries to connect and gets the following message:

Attention! AP currently not in use. Internet connection slow.  Cancel, Retry, Forget

I am having a slightly differed issue. I can connect but after a few hours, the connectiondropsandi can not reconnect. I av to restart the phone to mae a wifi connection
