My new cycle began 10/28 and and the data usage has not reset. As a result, I am going over and facing overage charges. When does it actually reset?

Please know that once the system updates the usage will be correct from the first day of your billing month going forward to the last day of your billing month. I got a hold of Verizon and they were baffled and could not figure out why it has not reset. They documented this on my account and said to see how everything turns out until the next billing cycle. Fingers crossed. *Sighs*
