Currently in Europe- phone not working, please help

I have an iPhone 5 and am currently in Europe. I contacted Verizon before leaving and was assured it work. When I am on WiFi I am able to iMessage, Face Time, use apps, etc. However, I am not able to make any phone calls when I take my phone off airplane mode. No matter where I am (even in the middle of big city like Rome, where I currently am) it says "No Service". I tried emailing Verizon but they said it's an issue that needs to be dealt with on the phone or on Live Chat. However, I can't call because my phone doesn't work and Live Chat doesn't seem to working either.

Looking at the Apple site it appears that perhaps International Roaming wasn't enabled. Does anyone have suggestions about how to remedy this issue?

Did you try adding global roaming services on the My Verizon page?

all Verizon iPhone 5 were sold unlocked.

I spoke to a representative before levaing who said they did that. Now I went to change my an to make sure it's added and it says it's unable to because there is a pending change. I have no idea what that would be....

I just tried calling customer service using my skype account but I'm not able to speak to someone because I can't access a key pad.

I really need help with this! A direct # I can call?

Looks like that change hasn't gone through yet. Maybe it was set to start at the first day of your next billing cycle. I can't help you with the direct number, but I can tell you that I have used Google hangouts app which has a dialer in it and can be called over Wi-Fi with the keypad to send tones.
