I am traveling in Italy, and have global service for voice and data. I understand texts are charged at $0.50 for sent and $.05 received. If I am on WIFI with cellular turned off, will I still be charged the text fee?

This means you will still be charged for text messages when you're in another country (even if they are not opened). As soon as the message hits the network, it is billed as a message. If you have an iPhone and the receiver has an iPhone, iMessage will use wifi data only.
THe the other option would be to use the Verizon messages portal and send text messages there, that is all data. You can also see received messages.
