When I send text messages I get "can't send message, please try again"

I have an icon with 8.1. It continues to send me this message when sending Sms. "can't send message, try again". even with good signal, with and without wifi turned on. Driving me nuts. Please tell me there is a simple fix

Let's get this resolved! Did this begin after any specific task or installed application? Are you using the native messaging application or 3rd party? Have you tried powering the device off and removing/inserting the sim card here http://vz.to/1xr1K5y Please share. Thank you.

I've had this issue since I've had my Icon. I've rebooted many times and the problem continues to re occur. Is this a SIM card issue?
