All circuits are busy

Currently receiving this message on my wife's phone, my daughter's phone, and my own phone on a near daily basis. Issue started about two weeks ago and some days we can call each other just fine, but there are days that no amount of attempts will allow a connection and we have to resort to text messaging instead.

I've called *228 on all three phones in order to reprogram them, the reprogramming said it was successful, but the message still persists.

We are dedicated to offering you the best possible service where you need it most, It does concern us to hear that the service has not been the best lately but will work to get this resolved as soon as possible. Are you still having issues with the service? Is it is an issue that is happening intermittently or is this happening daily as of late? What kind of phones do you have? I checked the area and it doesn't show any issues being reported at this time. Let's get to the bottom of this for you so that you can begin to enjoy your services again.

My phone: iPhone 4s updated to iOS 8.1

Wife's phone: iPhone 4s updated to iOS 8.1

Saturday night it was constant. Took 3-4 tries to get through without getting that message, this was my wife calling me, me calling my wife, either of us calling our daughter, or our daughter trying to call either of us. We were trying to arrange a time to pick the daughter up from her party and it became frustrating as we had to rely on texting rather than calling.

As I said in the initial post it seems like it works some days just fine, and then there are nights like Saturday night where it takes several attempts to get through. The problem began about two to three weeks ago. Initially I didn't think anything of it because my service with Verizon up until now has been pretty solid. As the weeks have gone by and I get the message more often its becoming more frustrating. Its happened in the evening in our area (55007 and 55051 zip codes) as well as midday in the 56301 area code where we go to college. It has happened with one person being in the 55007 zip code trying to call someone who was in the 55051 zip code, as well as between two people within the 56301 zip code attempting to call each other.

The person initiating the call will get the message "All circuits are busy" followed by a code and then another code once the person receiving the call answers. The person who answers the call is met with about 5 seconds of silence before the call just drops. It appears to happen most often when calling each other, as we've had less issue when calling businesses or friends who are not on Verizon or StraightTalk (my sister has a StraightTalk phone and I've run into the same issue when calling her).

If it was just one of our phones I think it would be easier to figure out what the issue was, but as I said it happens to all 3 phones when it does happen. When things work fine, they work fine for all 3 phones. I've never had a case where one phone or another was having the issue and the others continued to work just fine.

Check the preferred network in your settings. If it's set to Global, set it back to LTE/CDMA and reboot the phone. If it's already set to LTE then set it back to Global, reboot the phone, set it back to LTE and reboot again.

iPhone 4s doesn't have LTE, but I did turn off International Roaming (well all roaming), rebooted both phones and tried again. With both iPhones sitting right next to each other I'm still getting the "All circuits are busy" message when I try to call from one to the other, doesn't matter which I initiate the call with. Since I have a few minutes I alternated calling one phone to the other. I managed to get a connection about once every 4 calls. The other three times I was met with:

Announcement 8321 All Circuits are Busy Please Try Your Call Again Later. Announcement 8 Switch 2 6 Dash 4.

Thanks for the details, Genferret! We're surely looking into this for you. Can you please try calling the numbers directly without using the "Contact stored" option? Try making the calls both while including the area code and without including the area code. Any difference or change?
