"Background Data Restricted"

I read your other thread for removing the background data restricted alert, by powering off/press volume function process.  However, once I power up and follow the steps, I only get to the safe mode function.  Nothing showing an option for recovery and clearing cache.  I am using a Droid Razr M.  Any advice?  Thanks
