Do I need to unlock my iPad4 (from Apple, not verizon) to switch SIM card for use in England?

iPad is unlocked, so you do not need to unlock.
If you are planning to use a lot of data or going to be in England for an extended period, I would look at getting a local data SIM. Data costs will much cheaper.
If you are going to stay with Verizon, the cost of data will be $25 per 100 MB, make sure you sign up for the global data plan before leaving
