cant use apps with no wifi Iphone 5S

My son has the Iphone 5S. He has he latest update. Before he updated his phone he started to have the problem where he can not use and\y APPS including send text messages without having WiFi. He reset everything and still is unable to do it. Any ideas?

Well that certainly is concerning to hear that your son's phone isn't working as it should. Does he get any type of error when he tried to open up an app? What apps is he having trouble using? please share this info. Thanks.
