The caller ID on my phone doesn't work. It displays "Unknown" for every incoming call. What should I do?

I purchased it used from eBay. The caller ID hasn't worked any time since I've had it. It's an iPhone 4S, and my zip code is 53189.

Yes, it is.
Even though it was a Verizon phone I wonder what the seller did to the phone prior to selling other than unlocking it. I have never dealt with the "re-locking" procedure.
I have a droid x, and about a week ago all ID of incoming calls stopped, even though they were in my contacts. Just doesnt make sense. I blame the caller name id, that i cannot remove from my phone.
