iPhone 5c partial touch screen loss-of-use

I've had this phone for about 6 months, no problems. However, this evening i turn in the std flashlight and then the touch screen wouldnt respond. The buttons responded, as does siri- heres the catch: i can use the touchscreen to navigate the web, write this post, etc., but i cannot get the home screen icons to respond nor can i turn the phone off. It seems to be a software issue? HELP!!!

Have you tried doing a hard reset? If not, try that first.

Hi! Here's what fixed the problem: held the power button and the button on the bottom of the face if the phone until it turned off. I waited a minute, turned it back on amd ~POOF~ problem solved. As far as i can tell, thats NOT a hard reset, as i understand them to be the holding of the power and volume buttons at the same time(?). Either way, this worked for me and i hope it helps anyone else going thru this.....
