I was helped a few hours ago by Valerie from Verizon Wireless, specifically for Device Activation on a new device not registered under the current account. Ultimately, I wasn't able to resolve my issue because it was simply a problem with an old AT&T-distributed iPhone 3GS that doesn't properly register under Verizon's device activation. However, Valerie went above and beyond in assisting me and was very patient, too. I only regret that there was no formal way to provide feedback for her help.
