iPhone 4S still allows calls even though cellular service is disconnected?

I have just transferred phone service from and erased all data and settings on my old 4S. However, it still allows phone calls on WiFi even though cellular service is disconnected. I would call VZW *611 or 8009220204 and give them the appropriate iPhone information so they can remove it so it won't do any of this anymore.
