Why can't I use data, Iphone4?

Messaging and phone works. Reloaded data, as I ran out. Shows I have data. Yet, data side of phone won't work. Roaming voice and data is on. Reset network settings. Reset all settings. Shows 3G and the circle spins. Everything I try to do time outs, email, facebook, google. Also, I have plenty of memory. I'm at wits end. I have a feeling it is related to running out of data. I added 3 gigs.
