Tried but won't let me tried downloading Facebook but says its already on my phone which it ain't
What happens when you open the Google Play Store? When you open the Facebook App to download?
Says no internet connection. It says Facebook is downloaded on my phone which it ain't
I tried all the steps to get it to work but no go

Are you simply looking on your home screen(s) or are you also looking in your app drawer? How are the apps organized in your app drawer. Organize them alphabetically and then look again.
And won't let me download other applications
Do you in fact have an internet connection when it says you don't? Are you using mobile data or Wi-Fi? Can you test out your connection by opening a web browser and doing a search?
Once you're able to get into the Google Play Store search for the Facebook app again, if it is indeed already installed you won't be able to download it, it will simply say "Open."

Oh goodness! Help has arrived. This is disheartening to see that you are still having difficulties with the Play Store. There have been great steps that the community members have provided. Let’s roll up our sleeves a bit more to get this resolved. What make & model phone do you have? Have you ever been able to use the Play Store to download any other apps to your phone? When did the problem start? Have you been able to check all of your home screens & in your app menu to make sure that there isn’t anything with the name Facebook?
