Cannot send MMS messages. Neither Group texts nor picture messages will send.

At some point recently, my Moto X stopped sending MMS messages. It does not send when on 4G or on wi-fi.

The message takes a while "Sending", then it fails telling that there was a network issue.

I have tried default Messaging, Hangouts, Verizon Messaging. None work.

Is this a result of the update in July?

Walki, we want you to be able to send MMS when you need to. Are you able to receive MMS? Are you able to use mobile data? Is it happening everywhere or at a specific locations?
