Two week trip - Is it important to start the Global Plan within one billing cycle?

Yes. Add the plan and make sure it is retrospective to the start of your current billing period. If you only do a part of a month, you will only get part of the minutes/text/megabytes.
If you are lucky like I was, my trip spanned 2 billing periods, so I got to pay twice. I had no problem using up the data though, so no big deal.
