My phone says I can't do in game purchases. How do I fix that

I know how much fun it can be to game on your phone. Let's see if we can resolve this for you. Are you the account holder for your phone plan? The reason we'll need to know is there are some restrictions that the account owner can add and remove that will allow or disallow billing things to a cellular account and that could be the issue here.
