The issue started when I received my replacement phone back in December. I
use the Messages App from Samsung and I have never had this issue before.
It happens at random with random contacts.

I know having your messages send multiple times can be frustrating mtw569 . Is the software on your phone up to date? Are you using the Messages app or Message +. You can check by going to Apps > Settings > More > Default Messaging App > choose Messages .
