I want to reactivate a basic phone
If you have a currently active Verizon account/phone number, turn OFF the phone that is currently active. Then dial *228 on the basic phone and follow the prompts.
If this doesn't work, a call to customer service should get the phone activated on your line. Pre-paid activation may be a bit different - is this pre-paid or post paid?
